Because mathematics is a language based on patterns I believe that anybody can master the basics if they are willing to put in the effort. Once you have learned how to solve a particular type of problem then often times it is simply a question of repeating the same procedure with a similar problem. Almost all mathematics up to the college level can be mastered through practice. A good tutor can offer the student the key to future achievement by providing the foundations for mastering each topic; it is then down to the effort of the student to define his or her level of achievement.
