Write $x=\frac{a}{b}$ and $y=\frac{c}{d}$ with integers $a,b,c,d$, $b\ne 0$, $d\ne 0$, and $c\ne 0$. Then $\frac{x}{y}=\frac{a/b}{c/d}=\frac{a}{b}\times\frac{d}{c}=\frac{ad}{bc}$ with integers $ad$ and $bc\ne 0$, so the result is rational.

Because you can always cross-cancel to get a whole number.

Because rational numbers are whole numbers, and a whole number divided by a whole number is rational.
