This is a medical emergency. The most appropriate and immediate action is to remove the catheter to eliminate the source of occlusion and potentially restore blood flow. While a vascular surgery consult and heparin may be needed, the first step is to remove the offending device. Elevating the hand would further decrease arterial perfusion and is contraindicated.
