Read the student's draft paragraph and answer the question.
My state is considering a law that would require paid parental leave for most workers. Critics say small businesses can't afford it and that the government shouldn't interfere with private employment contracts. But supporters argue that the current system forces many parents—especially hourly workers—to return to work days after a birth, which can harm health and increase turnover. A manager at a restaurant near my house said training new employees is expensive, and that workers who feel supported are more likely to stay. Even so, a one-size-fits-all rule could hurt the very businesses that keep local economies alive. A better approach would share costs, perhaps through a state insurance fund, and would allow partial leave or gradual return schedules. Families deserve support. The state should pass paid leave that is funded through a shared insurance model and scaled for small businesses so that the policy improves public health without pushing employers into layoffs.
Which revision of the bolded thesis statement would make the argument more defensible?
